Don't think it's normal. Especially when chili pepper plants grow outdoors. But some C.chinense varieties when grown indoors has problems with pollinating (sometimes no pollen at all). So I should work as an insect... I did my best but it was my first time so the success wasn't 100%! OK, it's just a joke but russians used to say that every joke contains a grain of truth. I'm sorry, i din't understand that your cultivation is totally indoor In this case you have a good result as grower and also as insect or as windman !! If you clean the brush or other tool you use to move pollen from anthers to pistil after each variety, you're almost sure all your pods are self-pollinated and produce pure seeds.
